City of LeRoy MN – Council Meeting Minutes, August 26, 2024

 

A special meeting of the LeRoy City Council was called to order by Mayor Ed Koppen on Monday, August 26, 2024, at 5:00 PM at the LeRoy Community Center with the following members present:  Mayor Ed Koppen, Council Members Ashley Huntley, Harold Shipman, Brian Thiel, Gerald Payne, and City Clerk Patty White.
Also attending: Axel Gumbel, Alice Darland, and Terry Free.

Koppen read the due call for this special meeting, “The City Council of the City of LeRoy will meet in special session on Monday, August 26, 2024, at 5:00 PM at the LeRoy Community Center.  The purpose of this special meeting is to discuss a real estate transaction,” and opened the meeting at 5:00 PM.  All stood and recited the Pledge of Allegiance.

Real Estate Transaction:

  • Council reviewed the listing information for the former Mayo Clinic Health System-LeRoy Clinic building. The building is currently listed for $150,000.  It was noted Mayo has a deed use restriction on this property that reads, “The use of the Property is restricted from being used for operating a medical clinic, providing patient clinical or surgical care or any ancillary medical patient care services.  The restriction contained herein shall not apply to the Property being used as a resident senior care facility.  Such restriction shall continue for thirty (30) years from the Closing Date and shall run with and be subject to subsequent owners of the Real Property.”  Shipman and White had both contacted the listing agents and discussed this restriction.  Shipman relayed that Mayo had lifted this restriction on a Mayo property in Austin that had been sold.  White reported the listing agents would take a letter drafted by the City to Mayo requesting this deed restriction be removed due to Mayo leaving this area in a type of medical desert.  It was noted there are no guarantees that Mayo would lift this restriction.
  • Payne questioned if the medical restriction would not be removed if the city would still consider the purchase and work with the school for a daycare facility. Huntley noted she is not in favor of this suggestion; she felt the school could pursue this on their own if they were interested.  Payne felt for the listed price the city should pursue this purchase.
  • Huntley questioned if the building is structurally sound. Huntley noted she is in favor of purchasing this property if it can be used for medical purposes.  Council felt an offer can be made with the stipulation that the restriction must be removed to allow the city the opportunity to pursue getting a medical provider here.
  • Motion by Huntley to offer the full asking price of $150,000 contingent on our path for future medical services in the City of LeRoy that Mayo removes the restriction of no medical services in that property. Second by Payne.  On a roll call of votes, all members voted aye.  The motion carried 5-0.
  • Huntley noted that Koppen, Shipman, and White pursue information through the committee assignments of public buildings and legal affairs on this property.

Being no further business to come at this special meeting, the meeting was adjourned on a motion by Shipman, second by Huntley at 5:23 PM.
