City of LeRoy MN – Special Council Meeting Minutes, July 26, 2024

 

A special meeting of the LeRoy City Council was called to order by Mayor Ed Koppen on Friday, July 26, 2024, at 3:00 PM at the LeRoy Community Center with the following members present:  Mayor Ed Koppen, Council Members Harold Shipman, Ashley Huntley, Brian Thiel, Gerald Payne, and City Clerk Patty White.
Also attending: No one

Koppen read the due call for this special meeting, “The purpose of this special meeting is to discuss a land transaction,” and opened the meeting at 3:00 PM.

Land Transaction:

  • Council discussed the possible purchase of the property located at 502 North East County Road. It was noted this property is currently listed with a list price of $164,900.  Koppen noted he had done some investigative work on this; he also noted council had directed White to contact the real estate agent.  White updated the council on the conversation she had with the real estate agent.  Council reviewed flood plain maps and maps of the property boundaries.  They also reviewed where water and sewer mains are at on this property.  Thiel questioned if city funds would be involved with this.  He also questioned if the city wants to own this property.  Shipman noted that the Rochester Area Economic Development, Inc. (RAEDI) is compiling a list of development property in the surrounding areas.  Council discussed the pros and cons of this property and the different types of housing that could be built on this developed land.  Payne questioned what the plan would be for the existing house.  Council concurred that the house would be taken down.
  • Motion by Shipman to offer $140,000 cash, having the offer be good until August 5, 2024, at 5:00 PM; if the offer has not been acted upon by that time, the offer will be withdrawn. Second by Payne.  Huntley noted if the city were to get this property purchased, that would take away a taxable property; she also noted the council will have expense with taking the existing house down.  On a roll call of votes, all members voted aye.  The motion carried 5-0.  White will make contact with the real estate agent.

Being no further business to come before the council, the meeting was adjourned on a motion by Huntley, second by Shipman at 5:39 PM.
